my friend, drugs and drinking at 13. please help. extremely important.?

PLEASE PLEASE PLEASEEEEEEEEE READ. I KNOW THIS IS LONG BUT IT IS KILLING ME AND I REALLY NEED HELP.
okay my best friends mom is an alcoholic, her dad has a gambling problem , and her brother is addicted to drugs.
just recently, she started smoking cigarettes. now, my school is like king of drugs. they smoke pot, cigarettes, do dip, all that ****. so a lot of the people in my grade do it too. my friend did dip the other day, and is now buying cigarettes from a kid at my school that she is friends with. this girl has been my best friend since forever. i have always been here for her when her mom is flipping out or dad went to atlantic city or wherever and she has to come stay with me. i have been driving her away from all of these bad influences for pretty much forever. me and a few of my other best friends were at her house alone one day with a bunch of our guy friends and i went to talk to my boyfriend on the phone for about fifteen minutes and i came downstairs and she was smoking a cigarette. i took it from her and told her she was an idiot and to stop. she is smoking cigarettes constantly now and she is now addicted. she was home alone one night without any friends or anything when she called my friend and told her she needed her help. it was about 3 in the morning. my friend RAN to her house. she got there and she was totally wasted. she was throwing up every five minutes, slurring, falling, she was nuts. i need to help her. i am going to try to talk to her on friday and give her help and stuff, but i am only 13. she is too. i can’t have my friend ruin her life. i love her and she is my best friend.
please please please take this seriously. this is tearing me apart.
me and my two other best friends are planning on talking to her on friday night. i really don’t want to tell anyone until that is the last thing i have to do.
and please do not say anything about praying or god or church, i don’t believe in it.
once again i will tell someone, my parents, or a teacher or guidance councelor when i have to. i am not willing to do that yet as my parents will not let me be friends with her.
okay and people seriously. she is my best friend i’m not just gonna drop her as*s so she can kill herself. do not tell me to join a youth group and get new friends .

theres this girl i know who is a real nice person but she smokes crack…what bothers me the most about it is she’ll do it with her litle son in the same room sleepin….shes sellin drugs out of the hotel she stays at..i saw her last night and she basically really broke down..wasnt even herself…im worried about her and think she needs help…i know she doesnt want to keep smoking…but i know she wouldnt willingly go to treatment….i feel for her son, i grew up with a mother addicted to crack….its nothin anyone should have to go through…i just dont know what to do, maybe i care too much maybe i should just let her do her thing but part of me wants to call the cops let them know whats going on cuz thats the only way she’ll stop….but at the same time i dont want her endin up in jail….wat should i do?? and also say i do call the cops, would it be annoymous? there would be no way she could find i called right? just please let me know what i should do w/ this situation…
