It depends on where you are. If the police are not busy they may eventually go looking for this guy and arrest him. If they are busy, they may not bother with him unless he comes to their attention some other way.
This guy would be well advised to contact the court that issued the benchwarrant and see what he has to do to get the warrant recalled.
The court may give him another court date and recall the warrant if he does this.

The court is concerned about the child not really whether you showed up for the hearing or not.
If there is an open child abuse or neglaect case (and there may be one because of the mother’s substance problem), they will send a social worker and probably an officer to collect the child and place the child in foster care. If you happen to be there, they could arrest you on the warrant at that time.
Not showing up for the custody hearing indicates you don’t care if the child is placed with you or not. So, it puts you in a bad position if you really do want custody. Your rights are in jeapardy, especially if you do not turn yourself in. You need an attorney.
The court will try to rehabilitate the mother and get her into treatment with the intention of eventually returning the child to her if she is capable. If she is uncooperative in any way, they will move to terminate her parental rights.
The above was written under the assumption you (or whoever the warrent was issued for) had custody or wanted custody, like perhaps the father or a grandparent. But, you ( or this person) may be only someone who was supposed to have testified. You should still contact the court and try to do what you need to do to get the warrant cleared.
I assume this is another case where the custodial father is still required to pay child support?
They can arrest him anywhere, even in front of the child, as happens on Father’s Day, with media cameras rolling. Naturally, they would not do that to a mother.
A Fresno, CA custodial father of five kids was arrested for not paying child support owed California Welfare due to the mother collecting AFDC while claiming she had custody. She had no money to recover, so they went after him.
