Yes, definitely. The drugs won’t linger in the system long after birth, however many birth defects and brain damage can occur inside the womb. Then after birth, as the other poster said, the symptoms of withdrawal can cause more damage.

Yes that is why if someone is on state insurance they will drug test the mother several times throughout the pregnancy, if the mother turns up positive they will get her help and if the mother does not comply, they will try to take the baby when it is born. They do count it as risk of injury (something like that) after a certian time period.
i know from experiance yes i know this becaus ei was a former addict but whnei was pregnant i was on methadone that is an opiate blocker but still a drug,but wheni had my daughter i was one of the unlucky ones whos baby went through withdrawls as some babies dont on methadone,but now she is better and you would nver hjave known she was born and was asick baby,but if i was on heroin or any other drug for that matter it would have been worst as she would still be addicted now and probely have something wrong with her,also i know alot of people who kept using drugs while pregnant and all their babies have something or other wrong with them.hope this helps a little.
Mothers who abuse drugs during their pregnancy can cause multiple problems with their unborn infant. Alot deliver early, these infants can have all the problems of a premature infant plus be addicted to what ever drug mother was taking. And it is not just illegal drugs that cause the problem. Prescription drugs for pain, sleep and anxiety can also cause addiction. Cocaine can cause placental abruption, when the placenta lbreaks loose from the uterus, then will cause immediate death to the infant and the mother can have severe bleeding. Cocaine can also cause infarcts in the infants, head, causing stroke like problems, in the gut, causing intestinial blockage and intestinal death. All infants exposed to drugs will go through some sort of withdrawals. They can have seizures, stop breathing, shake, tremble, have high pitched scream like cries, vomiting, diarrhea, and abdominal pain. They eat poorly or excessively. They startle easily and then cannot be consolled. And if they survive the withdrawals, they have a 75% higher risk for SIDS. Infants can have withdrawals ffrom caffiene or nicotine. The long term effects on infant is still being monitored but alot have learning disabilities, problems with socialization. Problems with aggression and anger. They also are more prone to become addicts as adults. I work in a NICU that deals with addicted infants frequently. If you ever have to watch an infant go through withdrawals, screaming, trembling, and having projectile vomiting, you will think twice about laws protecting these mothers.
